New Business: Meeting location. Now that our old location is no longer available. A motion passed to continue meeting at todays location, Ryans 5601 W. 34th street, Houston for 6-months.

The old ch-2 tower in Missouri City is coming down soon. No longer in use. Known as the
Dewalt tower.

Frequency Co-Ordination: Richard Goldy, From the 2-ghz Sub Committee Meeting with, FCC, SBE National and Nextel. Will post a report on our Web Site.
Looks like Nextels plan will be accepted. SBE will have a higher profile in administration.

A discussion of recent transmitter site break ins reveiled no new break ins since our last meeting.
No new break ins of Cell sites reported.
The FBI is producing a report with a map that will be available to us.
Pat Villa Franca of the FBI (CTIG) would like a call or a fax from the stations broken into with the case number of the investigation. Phone: 713-693-1933 fax 713-693-3992.
Pat would also like "NON Technical" details of the break in with time off the air. Putting together break in details of past six months. So far, she has only received two case numbers.
Our next Chapter Meeting will be our annual Christmas Party, December 6. Location not known at this time.

Other discussion: Richard Goldy told us that Bryan College SBE Chapter 99 has a Frequency Co-ordination Chairman and we have a copy of their data base.
Another ENG truck incident in College Station. A ENG antenna in contact with power line high voltage. The operator remained in the truck till power was turned off, and was not hurt.
Richard is trying to get a Check List for ENG truck operators and will make available to the SBE.

Discussion of an FCC letter discussing about TV channels, high D/Analog, station selection at end of 2006 transition period. Most stations are suggesting they want to return to their old analog channel in Hi-D.
Discussion of a 26-ghz Nextel & FCC agreement. 256 page R&D with details form the FCC. We give up channels 1 & 2 everyone will do wide band digital on remanding channels.
Locally people must co-ordinate with Fred Morton at Reliant Stadium.

Gary Coplin: A discussion about our meeting time and location. We discussed changing the time from noon to evening, having two monthly meetings, one day and one evening, and having meetings at various locations of technical interest.
No conclusions of decisions at this time.

Fred pointed out that a former member of our local chapter, David Carr, is running for Board Of Directors.

All of those present at this meeting who attended the NAB Road Show agreed it was worth while and a great evening.

It was noted we had double the attendance Dallas had. We look foreword to next years Road Show.

There being no elected officers present, Danney Stanley called the meeting to order.
Steve Chancellor resigned his position as Secretary. He has accepted
another engineering position out of state and can no longer serve as an officer.
We all thank Steve for his excellent work he has done for our chapter.
Minutes of the April 13, 2004 meeting were read by Tim Giesler and approved by all at the meeting.
Freq. Coordination: Discussion about freq. coordination below 2 gig. Does anyone know if Bill Cordell plans on being the coordinator any longer. Richard Goldy volunteered to do it if Cordell no longer does. This topic will be discussed further at the next meeting.
Danney Stanley passed around a nice looking paperweight that was given to him by Nat. SBE. The first 100 people at the NAB Nat. Meeting in April received one. It celebrates SBE's 40th year anniversary. He also discussed some of the highlights of the meeting. Danney also contacted Nat. and it would be possible for our Chapter to host an ENNIS Workshop. Possible months are Jan.-March 2005. Discussion followed about topics. More information will need to be gathered. Both Radio & TV should be considered for a better turn out. Classes could be offered to non-members as a possible recruiting tool.

NFL Game Day Coordination Report: NFL was extremely happy with the success they had in Houston. The members on the committee did a very good job.

The Harris County Sheriffs Office was one of many organizations that participated in search and recovery of the Shuttle Columbia. Sergeant John Byrd presented an informative slide show that detailed how Harris County used its field communications capability to assist the effort. The evening ended with a tour of the countys mobile communications truck.

Minutes of the January 13th meeting were read. Danney Stanley corrected the number of members holding certifications from 43 to 44. With noted correction, the minutes were approved as presented.
A general discussion about the Chapters frequency coordination effort for the Super Bowl was held. Some 400 coordinations were done for media day alone. Overall, the team experienced very few problems throughout the week. Many thanks to each of you who served.
The next opportunity for certification testing is April 20th at NAB. Application deadline for this session is March 2nd.
David Carr has moved to Phoenix, we will miss him and all he contributed to the chapter.
Clay Moore talked about a digital video disk recording system offered by Focus Enhancements. The product, named FireStore, attaches directly to several models of portable cameras. The NFL will host a technical meeting at Reliant Stadium on December 10th in preparation for the Super Bowl. An announcement will be mailed to each media company, however, please remind the appropriate personnel at your station to attend this very important meeting.

Membership: Danney Stanley reports that as of October 3rd, the chapter has 78 members of which 40 are certified.
Certification: Five people are registered for the November exam cycle.
New Business: It was announced by Alex Schneider that Dwayne Burleson, formerly of KTRH and KLOL passed away in Florida on October 13th after protracted illness.
Fred Morton asked that everyone with information, stories, pictures, etc about the history of broadcasting in the Houston area make them available to be placed on the Chapters web site. Contact Fred if you would like to make material available.
The Christmas holiday party will be the evening of December 8th.
Frequency Coordination: Richard Goldy coordinated frequencies for two golf tournaments and one basketball game. Those who anticipate needing coordination for the Superbowl should contact Fred Morton for further information.
Program: Gary Coplin setup and demonstrated video security equipment. He demonstrated PC application software that looks for motion in the video from the cameras. When motion is detected, it is recorded to the PCs disk. The system produces much higher quality recordings than do time-lapse recorders. New Business: George Schank informed the membership that our web site, along with many others, experienced down time due to major problems with a router at broadcast.net. Dave Biondi has hosted our site free-of-charge for a long time. After brief discussion, a motion was made and seconded to make a one-time payment of $250.00 to help Dave with expenses. The motion passed by majority vote of those in attendance.
Certification: Three exams were given during the last testing cycle. Richard Goldy reminded everyone that the study diskettes contain a sample of questions representitive of the material one can expect on the exams. Each individuals exam is made up of questions randomly selected from a much larger pool. Those who prepare by only memorizing the diskette material will probably have a tough time passing the exam.
Treasurer Report: George Schank reports the chapter has $2,609.68 on balance with no outstanding checks.
Frequency Coordination: Richard Goldy provided recommendations for a 2 GHz frequency to Reliant Stadium.
Program: Sid Elmer presented a session about the detrimental effects of harmonic currents in a power distribution system. Third order harmonics occur when a large quantity of digital equipment and / or switching power supplies are connected to a distribution system. Sid offers a no-cost analysis of your system in which he visits your location to gather measured data for the engineers at Harmonics Limited. You will receive a report stating if you can benefit from harmonic suppression and if so, a recommend path of treatment. The meeting was called to order by Fred Morton. Minutes of the June meeting ,
as posted on the web site, were approved.
Certification: David Carr announced that the NSSB (National Skills and Standards Board) has issued a letter recognizing the SBE as a valid Certification Entity. He said that everyone who has achieved certification should be proud of his / her achievement and encouraged those considering certification to move ahead, stating that the exams contain primarily practical applications of the types we deal with in our jobs. Recognition from the NSSB is the result of many hours of dedicated effort by David and many others at SBE headquarters.
Programs: Scott Howard of Tektronix is working with Marty Kirkland at KUHT to host a one day, no-cost seminar dealing with DTV, MPEG and 8VSB. Solicitation was made for recommendation of possible dates for the seminar but no response was offered. This being the case, it is likely the seminar will be on either August 13 or 14. Details will be announced as they become available.
Treasurer Report: George Schank reports that he deposited the rebate check from National Headquarters.

GENERAL BUSINESS: SuperBowl Volunteers will be needed soon. Contact Fred Morton if interested.
SBE Signal is now a monthly publication. Everyone should have received the latest addition by now. Aug. 20 - 22 will be the TAB - TX Assoc. of Broadcasters Convention. There will be exhibits and SBE seminars. Registration Deadline is Aug. 8th, to avoid extra fees. More information at www.tab.org/
NAB Roadshow was well attended. Most exhibits geared for TV. Jampro & ESE did have a few products for radio. B.E./IBOC presentation was a well prepared informative program. Seems FM installs are on-going while AM seems to be halted. At current, no receivers are available for the general public. Hopefully they will be available by the end of the year. General discussion about meeting location - generally decided to stay here at Luby's. Reminder that Sample Test/Study Disc are available to our members for free. The Chapter purchased them for your use , contact Tim Giesler, tim@gbs-giesler.com to obtain a loaner copy.
TREASURER REPORT: George Schank reports that the rebate check has arrived. The amount is $749.75. Possible setting up a Annual Budget for the Chapter in the works.
MEMBERSHIP REPORT: Danney Stanley reports their our 89 members with 45 of them being certified, over 50%. Fred Morton would like to see that figure approach 75%. Sample Test/Study Guides are available for all members.
JOB OPENINGS: Alex Schneider, KUHF is looking for an engineering assistant. Computer, Audio, Automation & RF skills required. Check the www.uh.ed web site, human resources for more information. Richard Gerlovich mentioned that an IT job is available in New Orleans with Clear Channel. Computers & Engineering background preferred.

Membership: SBE National released the following
figures last month at NAB:
5303 members, 12 new members, 83 new certifications.
Locally, we have 90 members of which 45 are certified.
Treasurer Report: None available due to time
restrictions.
Fred stated the Chapters finances are in good shape.
Frequency Coordination: The Super Bowl will arrive complete with its own frequency coordinator, however, additional manpower will be required. Contact Fred if you are interested in helping.
Programs: A Taste of NAB Road Show is coming to Houston. It will feature table top displays of some of the equipment displayed and issues covered last month at the NAB Convention. The program will be held at KUHT, 4343 Elgin on May 20th at 6:00 PM.
An HD Radio Seminar addressing some of the nuts-n-bolts of the technology will be held on May 21st at 10:30 AM at Christies Steak & Seafood, 6029 Westheimer. Lunch following the program. RSVP Steve Schott (888-896-2400) or sschott@bdcast.com.
Other Business: Bill McKee announced his company, Broadcast Technical Services, is now located at One Greenway Plaza Suite 530 (713-840-7575). The new facility and staff are ready to help you with design, installation, and maintenance needs.

The meeting was brought to order by George Schank. The secretary was absent so minutes of the March meeting will be presented next month for approval.
Certification Report: The Chapter has purchased two sets of study diskettes for SBE Certifications. Members who wish to use them may do so by contacting Tim Giesler.
Program Report: Larry Bloomfield is interested in bringing "A Taste of NAB Road Show" to Houston on May 19th or 20th . It isnt known at this time if a suitable meeting place will be available but the search continues.
Officer Elections: The following members have agreed to place their names on the ballot for officer elections: Fred Morton; President, Albert Flores; Vice President, George Schank; Treasurer, Steve Chancellor; Secretary. Volunteers are still needed for Membership, Certification, Frequency Coordination and Program committees. Contact George if you are interested in serving in one of these areas.

Willowbend, Houston, TX 77054 . David introduced himself as a former employee of
Electrotex. He distributed catalogs and collected contact information from members who are
interested in having a local source for parts and will be calling on them to determine the
additional types of items TriStar will stock for the broadcast industry.

Membership Report: National List shows us at 88 Members. New members and guest were introduced. Membership drive has started March 1st. Goes through May 31st. For every new member you bring in, you save $5 off your 2004 membership fee (up to $25). You will also be entered into this year's prize drawing. Grand Prize is a trip to Madison, WIS, for the SBE Nat. Meeting. Lots of other prizes available.
Discussion concerning FCC changes on rules for Part 74 BAS. See your SBE "The Signal" for a summary concerning these changes.
Certification Report: Discussion concerning the purchase of sample test disk for members to check out. David Leaver moved that Ch. 105 purchase a set of two disk each that are available in "The Signal" order form. Amount would be $336.00. Motion seconded by Tim Giesler. Motion was unanimously approved. Disk will be kept at GBS and available to members as needed.
NAB Update: Lots of good programs for SBE Members - Ennis Workshops, register at www.nab.org/ further information at www.sbe.org/ Nat. SBE Financial Review passed around for all to see. SBE will have their own booth at NAB, stop by if you go.
Program Report: Comrex is a possibility for May, need location with a fax line. RF Safety out of New Orleans is another possibility in the near future. A tour to the Reliant Stadium Facilities is in the works soon. More details to follow via email on the sbehou list.
Election of Officers: The Chapter is in need of nominations/volunteers for the election of Officers. Current Officer term limits are up. Ballots to be mailed out shortly.
Since it appears not many members will be headed to Las Vegas for the NAB this year, our regularly monthly meeting will be held as normal, second Tuesday of April, on the 8th.

Certification Report, Richard Goldy: Two exams are scheduled for tonight and one tomorrow. One other test pending scheduling times with proctor. Next scheduled test are at the NAB Convention.
New Business: Program Report By George Schank. Comrex would like to present a program in May. We need to find a location that has a phone line available. Comrex will be buying the meals - either lunch or dinner.
Election Committee: Nominations &/or volunteers are still needed to fill the ballot for officer elections. Current officers have served their two year limit and need to be replaced.
There are two Guest in the room who would like to be introduced:
1) Ms. Joanne Witt, VP of Marketing, Futureware, Inc.
2) Mr. Mark Borner, Sales Manager, Mackay Comm.

Futureware is located in NY Metropolitan area and is working on developing products for HDTV market space. Three products on the drawing board:
1) Format Conversion - both HD Upconvert & PAL/NTSC Interconversion
2) Time Compression Recorder - shorten video playing time without modifying content
(inserts commercial minutes)
3) Subjective Quality Monitor - continuously monitors a video stream for visible compression artifacts (relieves technicians from an onerous task)

She is looking for volunteers to speak with to learn what interest there may be in one of all of these products. JANUARY, 2003 MEETING
Ch. 105 Meeting Held January 14, 2003 @ Lubys Cafeteria, 11:30AM
Total Attendance 24; Members 13; Guest 11
Meeting was brought to order by George Schank. Our Chapter had
a
successful year in 2002. Freq. Coordination for the Texan Games went
well.
The committee is now prepared for next year and also any college games
which may be held at Reliant Stadium. Letters from Game Day
Coordinators
may be sent out soon to those engineers who stations plan on doing live
remotes at the games. Want to get a list of all frequencies being used by
the local stations so that local coordination will be complete before next
season.
The information gathering on the 950Mhz band is still on-going. Bill
Cordell
is once again updating his database also. The committee should get
together
once again soon. A special thanks went out to GBS for hosting the
Holiday
Party at Goode Co.Bar BQ.
It was also noted that Earl Coker at Liberman B/C had some sort of
mild
heart attacked recently. He has since returned back to work. All are
glad to hear
he is doing well.
SBE dues will be increased this year. Now $60/member, up $5
from last year.
There will be the ENNIS workshops again this year at NAB. Lots of
interesting
seminars to attend. NAB registration is required to attend these,
however SBE members can pay $100 over the NAB Member's
price and
can attend the Ennes workshops. ( National states that NAB
sets this policy,
not the SBE. )
Certification Report: Richard Goldy: 3 people are schedule to
take test
this exam period. Volunteer Proctors may be needed to oversee the test
once exact schedule is known. George Schank suggested the chapter
purchase the SBE Certification Training CD's that are available. The CD's
could then be checked out by our members as needed. Will find out
what
the cost are and report back next meeting.
Treasure Report, Fred Morton: Balance $1,825.34, no
expenditures for the
past month.
Freq. Report, Richard Goldy: There are several unlicensed users
operating
every now and then. Working hard to find out who they are. Whether
licensed
or not, we want to have all the users coordinated in our frequency base,
including the 450 & 950 ranges.
Membership Report, Danney Stanley: We ended the year with 85
members,
almost 20% above last years total.
Possible evening meeting next month in the works, details to
follow.
Be on the look out for a meeting notice.

to be
held soon. Volunteers for the committee include Richard Goldy & George
Schank.
Its time to get some fresh faces and ideas. Current officers
have held the
positions for 2-years. Maximum number as per the By-Laws.

the parking lot.

Treasure Report - Fred Morton: One check wrote to GBS for printing copies
of the meeting announcements (Kinkos). Amount was $35.72, new balance is
$1,825.34.
There being no presentation for this meeting, the chapter discussed the IBOC
situation. It would be a good idea for the chapter to have someone come in
town and do a presentation on this topic. Tim will check into obtaining
a
video of the Dallas Presentation at The Road Show Case in Dallas.

Meeting was brought to order by George Schank. Minutes of last Meeting

approved as posted on the web site and mailing list.
Treasure Report - Fred Morton: No transaction since the last meeting,
balance remains at $ 1,861.06.
Certification Report - Richard Goldy: No applications received for Nov.
Testing. Deadline has passed. Next testing dates and deadlines can
be
found on our web site. We currently have 40 certified members out of a
total of 78 members.
Local News: Electrotex closed its doors a few weeks ago. Don Simon
(Owner) has been looking to sell the company for several years without
success. There will be a Sealed Bid Auction for the inventory & equipment,
followed by a Live Auction if necessary.
In Memory of: Mark Parks (Canon Rep) daughter passed away recently in an auto
accident.
Scott Beelor (ERI/Harris) passed away in an auto accident.
Dave Morris former owner KQUE/KNUE passed away recently also.
Moment of Silent Prayer for the above.
National Elections: Troy Pennington - President & Ray Benedict - Vice
President were both re-elected to their positions.
New Business: George Schank asked all members to start planning ahead and
think about ways our chapter may be able to distinguish itself amount the
others. Would like to see us go after some annual awards that Nat. issues
to member chapters.
US Veterans have approved the SBE Certification courses. Vets may now be
able to get reimbursement from courses and testing fees.
Richard Goldy has asked that someone (web host) email him a copy of our SBE
Logo along with Ch. 105 - Houston on it. FCC has new rules in which new or
changed frequency filings must have a local coordination number affixed to
the application. This should be done with our "letter head". Danney
Stanley will help Richard develop the "letter head".
Texas State AMBER Alert Plan has been approved on the State Level. Local
procedures are not very clear at this time. George suggested that SBE take
the lead and invite Program & News Directors to one of our luncheons,
possibly in Jan. 2003. That way we could have a general discussion on
how
to proceed in implementing this process. Richard Gerlovich (CLear Channel -
KTRH) mentioned that KTRH has a plan in place. Richard will try to obtain a
copy of the policy plan and if so, bring it to the next meeting.
Richland Towers had a night meeting/dinner on Sept. 26th. It was well
attended by SBE members along with other industries whom rent tower space
with them.
There will be another evening meeting/Bar B Q dinner held this month on
Thursday, Oct. 24th. It will start around 7:00PM at the studios of KSJB.
Lee Edwards from Crouse Kimsey will be the host.
Gary Coplin asked if meeting could be changed up some. Possible ideas
included early morning and evening meetings. Also change locations from
time to time. Discussion followed with no solutions other then continue on
with lunch at Luby's and occasional evening meetings with programs.
Looking for volunteers for the Nominating Committee. All current officers
are on their second term. Rules state that 2-year term is the limit.
Elections will be held early next year. Again, volunteers for the election
committee are needed. Any member can nominate any other member for a
position and may even nominate themselves for a position.
